Clinton Plan: Kids' Insurance Leads to Universal Healthcare

Some pundits have scoffed at the notion that expanding the SCHIP children's insurance program to the already-insured middle class is a "Trojan horse" meant to gradually expand the federal role in health insurance, ultimately leading to "universal" healthcare for all.

Politico has turned up a 1993 memo by Hillary Clinton's staff laying out precisely this plan in the event her healthcare plan failed: "Under this approach, health care reform is phased in by population, beginning with children. Kids First is really a precursor to the new system."

There's no doubt about it: SCHIP expansion is part of the road to universal healthcare.
